The potential of development of a country lies in the progress of rational investment which is defined by its people’s academic aptitudes. Higher education definitely plays a vital role to nurture and enhance such skills.
From the stand point of economy, Bangladesh is transitioning from traditional agriculture practice in rural areas to industry, manufacturing and modern service sectors in urban areas. The Government of Bangladesh (GoB) perceives that the country would be at jeopardy of being downgraded in a highly competitive global economy because of the failure in the country’s higher education systems. This eventually results in an ineffective, yet, organized production of graduates lacking the empowerment needed to nurture the talents and expertise of an individual.
Our country has the responsibility to facilitate the framework that would inspire the higher education institutions (HEIs) to be more creative and responsive to meet the challenging needs for rapid and proper economic growth. Furthermore, with higher education, the students with right skills, creativity and distinctiveness become prime human resources and can successfully, as well as independently compete in this race of global knowledge economy.
At present, the higher education system in Bangladesh has been facing many challenges which include inadequate supporting environment, weak governance and accountability, poor planning and monitoring capacities, and insufficient funding to improve the quality of education and research.
All these challenges can only be mitigated by developing strong academic culture and ensuring good practices in higher education institutions (HEIs).
The Hon’ble Prime Minister Sheikh Hasina is committed to improve higher education through enhancing the quality of research in the country. It has been accelerated in various ways including the establishment of universities, upgrading the University Grants Commission into Higher Education Commission and many more.
To promote the quality enrichment in higher education in Bangladesh, the University Grants Commission of Bangladesh (UGC), as the intermediary between the Government and the universities for regulating the activities of all the universities, approved Strategic Plan for Higher Education 2006-2026.The recommendations made in the Strategic Plan enhanced the Ministry of Education to initiate the Higher Education Quality Enhancement Project (HEQEP) with the financial support of the World Bank in mid-2009. It aims to reinforce the overall capacity building in the higher level of education through the establishment and execution of Institutional Quality Assurance Cell (IQAC) in each of the Institutions (both private and public) in the country.
The IQAC-Jahangirnagar University has started its activity since January 2015. The key task of the IQAC is to develop a system for a consistent and catalytic progress in the performance of institutions. Finally, the IQAC will work to develop the standards and benchmarks for various academic and administrative activities of the university by providing assurance to all the stakeholders connected with higher education.
